A fishing vessel collides with a small motor boat off the shores of the small island of Farö. Mr. and Mrs. Nyman lose their lives, but the Brolin fishing family survive. Father Janne and son Andreas claim that it was an accident at their initial questioning – they had tried to stop the Nymans from illegally shooting a seal. They don't make any statements as to who was on board the fishing vessel, or who was at the helm at the time of the incident. Commissioner Anders and his colleague Karin break the news to Agnes, the daughter of the couple. She doubts the Brolins' account – her father was an active animal rights activist, and had founded a wildlife conservation association on Gotland; besides that, he didn't have any kind of firearm. The ensuing court case puts only part of the blame for the accident on the Brolins, so Agnes starts her own investigations and soon crosses the bounds of legality...
