A sniper is apparently shooting at random in downtown Wiesbaden. A short while later, a nearby bank is attacked; the perpetrators escape with three hostages. One of them is Inspector Winnie Heller. The hostage-takers hole up in a factory and demand several million euros ransom. Whereas her colleague Verhoeven investigates with the Federal Criminal Office, Winnie carefully lets her police ID card disappear. The situation threatens to escalate when the inspector is unmasked; again, shots are heard and one of the hostages is fatally struck.
